EAC CASSOA TEAM of experts on a technical mission to TCAA (12/03/2018 – 23/03/2018)

Manager Airtworthiness, Manager Flight Operations and Senior Information technology Officer will be visiting Tanzania Civil Aviation Offices in Dar Es Salaam Tanzania on an assignment to validate questions into EAC Examination System. These experts will work together with TCAA officials as part of EAC Examination Task Force. Prior to this meeting EAC Examination task force had a meeting on 12th-16th of Feb 2018 to review Flight Crew Licence Syllabus.

The EAC civil aviation examination system is an initiative launched in May 2014 and which aims to establish a common computerised personnel licensing examination system for aviation professionals in the region including pilots, flight engineers, aircraft maintenance engineers, air traffic controllers and flight operations officers.

The overall goal of this initiative is to improve the safety of civil aviation within the region through harmonisation of examination questions for aviation personnel. The system, which is a first for a regional economic community on the continent, is targeted to have a databank of 20,000 questions.

CASSOA is the host of the examination system, procured from LPLUS GmbH of Germany, while the Partner States will provide the bulk of the examination questions to populate the examinations bank. The Agency also coordinates several working groups responsible for validating and uploading questions into the central repository.

It is expected that the system will equal or supersede that used in Europe in terms of scope, diversity of exams provided and the interface to other working tools currently used to facilitate issuance of licences and certificates.

State Safety Programme assessment – United Republic of Tanzania

On March 2nd, 2018 Mr Henry Okech and Capt. Immaculate Apolot (EAC CASSOA Technical Experts) undertook a technical mission to Tanzania Civil Aviation Authority. The aim of the mission was to assess the state safety program in United Republic of Tanzania. The Experts were received by Mr. Mohamed Besta who works with Tanzania Civil Aviation Authority.

The Agency is mandated under Article 92 of the EAC Treaty to assist Partner States in complying with the ICAO Standards and Recommended Practices (SARPS). In order to achieve this, the Agency conducts Technical Missions to Partner States to assess the implementation and level of maturity of the State Safety Programmes.

Technical Experts from EAC-CASSOA were hosted by Tanzania  Civil Aviation Authority to evaluate the status of compliance with the SSP Regional Roadmap jointly developed and agreed upon by the Partner States. This Regional Roadmap would assist Partner States in the implementation process as well as to identify the existing gaps as per the ICAO SSP Framework.




EALA visits CASSOA – 20th February 2018

The 4th East African Legislative Assembly undertook an on-spot assessment to explore opportunity for enhancing integration in the central & Northern corridor of EAC region. Honorable members also got an insight on the operation of CASSOA among other EAC Institutions. Board members present, Ag. ED Mr Emile Nguza Arao and EAC CASSOA staff received EALA Members.



4th CASSOA Aviation Symposium Kicked Off in Nairobi – Kenya

The 4th East African Community Civil Aviation Safety and Security Oversight Agency (CASSOA) symposium was held in Nairobi, Kenya from 1st to 2nd February 2018 at the Crowne Plaza Hotel under the theme of ‘Aviation Safety and Collaborative Approach’. The symposium was held as an initiative to review CASSOA’s safety and harmonization programmes including the assistance to partner states to assist them in meeting ICAO Standards and Recommended Practices.
